Five weeks of the 1904 Mississippi legislative session have passed with limited progress. Only seven bills, none of the regular appropriations, have moved. Salaries and mileage for members are among the few enacted.
The lower house approved many local and private measures including dividing Marion county and creating Lamar as a new county name. The senate reported unfavorable on several bills while passing the Glover term-time change and a fellow servant rule amendment. A salary-increase bill for state officers was introduced, proposing higher pay for governors, judges, attorney general, and clerks.
After a full day of debate the lower house rejected the constitutional prohibition amendment by eight votes short of the two thirds needed. Of 133 members, 66 voted yea, 43 nay, with 24 absent or paired. Prohibitionists plan a statutory measure while discord within their ranks was noted as a cause for defeat.

The State board of election commissioners met last week to appoint county registrars. By law circuit clerks are appointed unless shown to be improper. The board simply designated each county’s circuit clerk as registrar for that county.
Gov Varda man confirms Dr G H McNeil of Newton to the State board of health from the Fifth district and C E Cunningham of Newton as a trustee of the East Mississippi Insane Asylum at Meridian. McNeil is a physician and leader of the Newton County Medical Association. Cunningham is editor of the Newton Record, a leading East Mississippi weekly.
Two or more smallpox cases appear in Dossville sixteen miles north of Carthage. The afflicted are the daughters of Wooten, a prominent resident. They attended Southern Female College in West Point. Health officer summoned to investigate origin. Duck Hill house of Loyd T. Binford burned last week. loss about three thousand dollars, partially insured. Cause unknown. Insurance Commissioner Cole receives annual reports from many insurers including fire life and benevolent societies, with hundreds of reports submitted each year. A deadly forest fire in Yazoo County burned a nearby helper when her dress caught fire on W. B. Deason's property.
Park Wheeler of Hazlehurst fractured his neck after a train tumble on a Canton visit. In New Albany a fire destroyed 75 bales and much of the depot area, with 100 bales burning and cotton dumped into the Tallahatchie river. losses reach $5,000. A cyclone in Arkadelphia wrecked the Methodist church and Emerson residence, damaged seven houses and outbuildings, and destroyed the Jones plantation gunhouse in DeSoto county. no fatalities reported.
The Columbus Progressive Union reports several inquiries from Northern capitalists about locating plants in the region. Negotiations are under way with a large wood working establishment employing 250 skilled workers and capitalized at 150000 dollars, with hopes of relocating the enterprise to Columbus.
Strong Biloxi Commercial Club resolution warns that the bill would shut down the coast oyster canning industry. The resolutions were presented to the committee after being received last week.

Frank Jones, said to lead a cattle raid gang, was shot dead by two sheriff's posse members at the Lande ranch in northwest Montana. He and his gang allegedly terrorized cattlemen for ten years, stealing thousands of cattle, burning buildings, and destroying property. rewards totaling 1500 dollars had been offered for his capture dead or alive.
Springfield observers held exercises at Lincoln's tomb in Oak Ridge Cemetery under the Stephenson post G A R and Stephenson Women's Relief Corps. Floral offerings were placed on the sarcophagus as several hundred persons gathered. A large number of African Americans attended the commemorations.

Washington reports a Tokyo dispatch dated February 11 stating two small Japanese merchant steamers Zensho Maru and Nakanoura Maru were fired on by four Russian warships off Aomori prefecture. Nakanoura Maru sunk, Zensho Maru escaped. Russian cruisers seen off Vero Island, believed to be first class cruisers recently blocked at Vladivostok and aiming to join Port Arthur squadron.
London February 13 Daily Telegraph reports the British admiralty has dispatched warning letters to all retired naval officers who are eligible for service, urging readiness for possible recall and duty.
London reports British government believes Japan will hold Port Arthur within seven days. In informed Japanese circles the war is seen as ending by July. Baron Hayashi notes Russia’s fortification of Masampo opens a strategic corridor akin to a Dardanelles.
The Dowager Empress has issued a rescript to the Red Cross of Russia directing aid for wounded in the war with Japan. A branch is established at the Winter Palace Hermitage with many offers of service already received and more being accepted.

St Louis reports Mrs Ann Ryan, relative of Father Ziegler of St Malachys church, was found dead in her bed at her home. She was 77 years old and death is believed due to natural causes.
The navy department reports a battalion of about 600 Marines to assemble in San Francisco and be embarked for the Philippines around the end of February.
Mrs. Francis Bevel of Carbondale Illinois died at the Ben Bevel residence five miles southeast of the city on Thursday aged 84. She was born in West Virginia and had resided in Union county for 82 years.
Liverpool customs officials found 18 pounds of dynamite and 3,360 detonators in the trunk of an Austrian emigrant aboard the Majestic. The man named Ivan Sjnbeanoic claimed to head for Carlsbad and was remanded until February 20.
In New York on February 13 officials said the man under arrest by White Star is Ivan Lymbanovic, age 80, booked in Pittsburg and ticketed to Carlsbad. Officials claim no knowledge of the man and no baggage checks were performed to reveal details.
