Washington December 22 Bills to remove the political disabilities of George S Hawkins of Florida and A O C Myers of Maryland were passed. Garfield offered a resolution to pay Speaker Kerr s widow mileage from his death to end of the present Congress. The House approved and moved to private calendar but took no action on private bills. In Washington Mitchell s Oregon resolution was agreed to without division after debate. Bayard supported a substitute preamble denying reflection on Gov Grover and inviting inquiry into Watts ineligibility and Electoral College appointment. Senate urged amendments to Cherokee land scrip provisions and a conference committee was named. Adjourned for lack of quorum until Tuesday.
The Florida Supreme Court issued a mandamus ordering a recount, proving fraud by conspirators seeking to install a Mexicanized president. The court ruled canvassing officers overstepped powers, voiding bogus returns and confirming Tilden-Hendricks electors. The decision may overturn the Florida result and solidify Tilden’s election claims.
Zach Chandler sought men to travel to New Orleans and confirm he was an honest man. Among those asked were Bab Cock and Belknap, but they did not go, and others judged Kellogg equal to the emergency.

The Times Tallahassee special reports the state canvassing board will reassemble tomorrow to canvass returns in line with the supreme court. Governor Stearns says the court decision settles the election and urges obedience. Secretary McLiv calls a 11 o'clock meeting. Senate committee has finished for Jacksonville.
The Sacramento Savings Bank reports excess funds and will not accept new deposits for the present. Managers cite dull months of December through February and limited loan demand as the reason. The Bee asks if any other savings bank has declined deposits for interest.
