Budget plan shifts to monthly installments for aid

The proposal would pay about 20 million recipients in installments rather than a lump sum, targeting those with little or no income tax. Republicans dismissed the idea as too harsh, while Dick Cheney called it a commonsense approach. Savings of 700 million would come from consolidating programs, halting cash payments to companies harmed by foreign competition, and freezing loan costs. Renewal of expired housing vouchers and other cuts were under discussion, provoking White House criticism from Gene Sperling. Clinton vetoed his first 2000 spending bill amid the budget clash.
