Governor Robert Docking told a National Tax Association luncheon that Kansans face an inequitable and archaic tax structure. He compared Kansas to a split football and urged extending the property tax lid beyond 1972 to reform taxes, noting opposition in the legislature but noting some reforms had passed.
Area Cub Scouts, Boy Scouts and Explorers join Kaw Council for School Night For Scouting. Programs run from 7 30 to 9 p.m. at ten locations including Ottawa, Pomona, Williamsburg, Central Heights, Garnett First Methodist Church and Wellsville Grade School.
A publicity stunt on Wall Street features a chuck wagon and 600 pounds of beef for a free fondue, protesting beef imports. Led by Eddie Collins from Red Oak Iowa, with 50 Western supporters, the event included a fake arrest warrant for Mayor Lindsay and drew reactions from stock brokers like Peter Marino.

He said heroin use is present among Ottawa residents but not on campus, with sources traced to Kansas City Plaza and Lawrence. Two addicts in withdrawal spoke as parents listened.
Thousands of South Vietnamese reinforcements and U S bombers launched a counteroffensive along the border to reopen a 30 mile stretch of highway cut by North Vietnamese forces. Ground contact was light but bases near Tay Ninh faced pressure as U S B 52s and fighter bombers struck troop concentrations and positions within 1000 yards of Tran Hung Dao base. Four U S and four South Vietnamese generals met at Tay Ninh to discuss threats while Maj Gen Slay supervised beacon installation to guide bombers in bad weather amid monsoon rains.
About 50 people have been questioned in the Saturday slaying of 85 year old Mrs. Maude N. Richardson of 1116 N. Poplar. Autopsy shows two chest stab wounds. Five KBI agents are on the case with Ottawa police and Franklin County Sheriff's Department. Services set for 2 Thursday at Damron-Towner Chapel.
Ottawa Fire Chief G A Diamond Jr announced October 3 9 as Fire Prevention Week saying the proclamation was received today from Gov Robert Docking. The local fire department will inspect businesses and homes during the week and offer school talks on fire safety.
A midmorning statement from the Kansas Penitentiary warden said breakfast began on schedule at 8 a.m. with inmates fed in groups in the main dining hall and returned to their cells. Officials reported isolated inmates, some moved to a renovated cell house, and one inmate hospitalized after a Monday night fight. A note to newsmen cited complaints on food, store prices, and working conditions.
President Nguyen Van Thieu directed police to shoot to kill antigovernment rioters who throw firebombs or endanger lives. Government spokesman Vu Khanh quoted Thieu saying police must keep order amid political danger and that those causing violence would be severely punished. He did not address ongoing demonstrations against his candidacy.

Preservation benefits include potential federal funds under the Historic Preservation Act while private owners retain disposal rights pending local support.
