Hayden's tough first term faces legislative defeats in Kansas
Governor Mike Hayden struggled to pass key bills through the Kansas Legislature. He failed to win death penalty House support in 1987 and both chambers in 1989 and 1990, sparked criticism of his communication, partisan stance, and leadership style. Critics blame lawmakers and media for masking his shortcomings while GOP peers note legislative dynamics and inertia.
