Schools advised to help students on drugs
Washington AP reports Bush administration guidelines urge schools to treat and counsel drug using students rather than suspending or expelling them. The guide argues punishment without behavior change is counterproductive and warns against automatic expulsions creating drug-using dropouts. It notes testing should aid help, not trap students. Supreme Court allowed drug testing for after school participants.
