SEC Opens Emergency Window for Buybacks to Jump Start Trading

The move, plus mutual fund lending tweaks and accountant allowances for brokers, aims to restore confidence as NYSE and Nasdaq prepare to reopen after Tuesday’s attacks. Cisco Systems plans up to 3 billion in buybacks, while circuit breakers remain in place to curb sudden drops.
