Fine Line Between Politics and State Work in Kansas

The AP examines whether state employees of elected officials cross from official duties into political activity. In Kansas, critics flag aides like Marshall Barber and Richard Shank as campaigning during public payroll, while officials insist staffers keep office time free of campaign work. Governor Bennett emphasizes strict separation and uses campaign staffers for campaign tasks on off hours, with minimal public aides involved in political activity and all work kept off state time.
