Wyandotte judge faces sanctions in settlement
Wyandotte County district judge George A. Groneman reached a settlement with the state Commission on Judicial Qualifications to publicly censure him. He must write an apology to other district judges and repay 1048 dollars, the amount his aide earned while working for the Kansas Turnpike Authority. The Supreme Court will review the case before any final action. Groneman was accused of signing pay slips for Debra Jean Massey, who worked at the courthouse and as a toll-taker. Massey was fired after a jury convicted her of theft and false claim charges. Groneman was acquitted of felony counts. He testified Massey often left or arrived late to cover turnpike shifts and that he did not know personnel rules and had not received a manual or training.

Kansas cracks down on repeat meth offenders
Kansas lawmakers and police press a tough stance against second and subsequent meth arrests, arguing prison terms may exceed 294 months for repeat offenders while endorsing rehabilitation for first-timers. Officials cite the drug’s high addictiveness, spread of violent crime, and easy synthesis as driving factors behind harsher penalties.

Topeka tunnel plan drew fire from critics and enviro groups
Kansas Transportation Secretary Dean Carlson defends a $10 million plan to tunnel from the Statehouse to four state office buildings in Topeka. Critics say federal funds should target preservation and recreation. Environmentalists warn the project diverts funds from other worthy needs. Carlson expects renewal of the enhancement program in 2003 for possible reconsideration.
