Franklin County's total population remained at 24,768 as of July 1, 1999, unchanged from 1998 figures. Ottawa rose to 11,963 while Wellsville and Pomona fell to 1,658 and 1,006 respectively. Lincoln township remains the county's largest at 1,019 residents with Centropolis and Ottawa townships also showing declines. Local chamber official cites housing growth and new jobs at EFTC as possible factors behind Ottawa's uptick.
Kansas Sampler Festival organizer Marci Penner urged volunteers at the Ottawa Municipal Auditorium to help boost small towns. The festival, Oct 7–8 at Forest Park, grows from a farm start to include 155 exhibitors from about 145 to 150 communities. An Eastern Kansas site, Ottawa aims to attract 10 000 attendees with expanded exposure to Kansas City, Topeka and Lawrence.
Franklin County preliminary hearing found probable cause to try Sharon Ferrell for second degree murder in the August stabbing death of William Coulter. Forensic pathologist Dr. Eric Mitchell testified Coulter was stabbed three times with fatal chest wound. Neighbors and first responders described a violent confrontation and Ferrell’s statements claiming Coulter pursued her with a knife before the stabbing.
The Future Visions Diploma Center opened at 206 S Main with about 40 attendees. Co-directors Sandy Brown Payne and Brenda Cummings announced 37 enrollments for classes starting Sept. 5. The free program serves adults over 18 unable to finish high school through online and one to one instruction, a joint effort by the school district and Greenbush Southeast Kansas Education Service Center.
Future Visions High School Diploma Center will be open Monday through Thursday from 9 a.m. to 9 p.m. and Friday 9 a.m. to 5 p.m. Students must complete at least six hours by Sept. 20 for state funding to be determined by the number of learners. Loren Cantrell and Nancy Spurgeon join as part-time instructors praising the program’s social and economic benefits. Longfellow begins his diploma journey next Tuesday to start filling out applications and reserving a computer.
