Mass Transit Spending Accelerates Beyond Its Pace
UMTA has committed over 75 percent of its 1986 funded funds to transit projects in two years though less than half of the 5.5 billion promised has been obligated. Much is long term and many commitments are “in principle” only, with more money available than the checkbook shows. Funds could be redirected to operating losses if needed, and Congress may provide more funding as projects proceed.
