Western Resources CFO Steve Kitchen warned at Topeka that the Retail Wheeling Task Force proposal would combine KPL and KGE assets to determine stranded costs. He said the change could force KPL customers to help pay Wolf Creek plant debt and disrupt service by treating two divisions as one utility. The testimony came during a second day of public hearings.
A 7 p.m. Wednesday public meeting at the Franklin County Annex Building will discuss KDOT plans to remove the US 50 overpass as part of a redesign of the I 35 interchange with US 59 from a cloverleaf to a half diamond. Ottawa City Commission, Franklin County Commission and KDOT representatives will attend. The overpass would need widening to meet modern standards at about 4 million dollars or be removed at about 270 thousand dollars. Commissioners seek compensation for traffic impacts if removed.
The Franklin County Commission approves architect Devore and Associates and builder Loyd Builders, both of Ottawa, for a $303,511 ambulance center expansion to share costs with the city. The project will allow a city fire truck and crew to be stationed at Ransom Memorial Hospital. The county also hires Scott Hamlin as road foreman at $40,000 yearly, adds 635 N. Cleveland to the Neighborhood Revitalization District, and names Dr. David Edalati temporary coroner for the Fourth Judicial District.

Ottawa police and city workers cope with the death of off duty officer Mark Pacheco in a Monday morning two vehicle crash near his home. Pacheco, 41, served 12 years on the force and leaves two sons and a daughter. A memorial fund is set up for the children's education. City hall flags remain at half staff and municipal court appearances are rescheduled as staff prepare for his funeral. The law enforcement community plans mutual aid to cover duties so Ottawa officers may attend.
Kansas officials led by Sen. Robert Tyson visited North Carolina to study the hog industry’s environmental impact and regulate growth. With major firms like Murphy Family Farms seeking expansion in Kansas, counties face decisions on large facilities amid local resistance and state approvals.
Broker Bill Henningsen of Edward Jones says Ottawa investors buy and hold for the long term during market plunges. He attributes panicky selling to large funds, noting a similar pattern to 1987 Black Monday and an overreaction to Asian market declines.
