House sends farm bill to Senate with wide support
The 1990 farm bill clears the House 318 to 102 and moves to the Senate for final approval. Lawmakers defend deficit driven changes while noting farm spending must fall to 40.8 billion over five years. Agriculture Chair Kika de la Garza says the cut is modest as farm outlays comprise less than one percent of the federal budget.
