President Thieu declared no one may impose a peace settlement on South Vietnam and that a cease-fire could come soon if it covers all Indochina under international supervision. He insisted on no tripartite government and said Vietnam will stand firm regardless of U.S. election timing. Thieu’s stance reflects a split with the United States in Indochina talks.
