Court steers execution debate to states
The Supreme Court refused to rule on banning juvenile executions, shifting debate to state legislatures. Four justices criticized the practice as a "shameful" policy with 22 states allowing it. Justice Stevens, joined by three others, noted few minors offenders were executed, while a Kentucky case prompted renewed scrutiny. Indiana, Kansas, Montana and New York already ban the practice.

Congress Fails to Act on Minimum Wage Increase
Washington report notes no federal rise since 1997 with Kennedy’s bill stalled in the Senate. States and cities push living wage ordinances while business lobbies warn of economic slowdown and higher insurance costs. ACORN and others say federal inaction drives local wage movements.
