Seignious Chosen to Lead Arms Control Agency
Lt. Gen. George M. Seignious, retired Army general, appointed to head the Arms Control and Disarmament Agency replacing Paul Warnke. He backs a SALT II treaty and supports finalizing negotiations in Moscow. Carter aims for a tough, credible image amid debates over missile defense and Soviet power. Secretary Vance will keep Warnke as a special consultant on arms control issues.
