Franklin County zoning suit targets two townships

John D. Montgomery argues in The Ottawa Herald that the Franklin County zoning of Cutler and Pottawatomie townships to agricultural use faces a challenge from Chet Leach, a rural landowner with a lumber yard and construction business. He urges respect for current operations via grandfathered permits but notes the county plans to grants variances only for legally operating businesses. He suggests zoning starts with agriculture and evolves, and questions the suit’s merit without prior local remedy.
