Farm bill conferees approve environmental shifts and cuts
A House Senate conference committee completed the 1990 farm bill approving 13.6 billion dollars in budget cuts over five years and committing agriculture to stronger environmental rules. The measure totals 40.8 billion dollars in farm spending over five years, with subsidy reductions aimed at 15 percent for rice, feed grains, wheat and cotton each year. Environmental protections include wetlands safeguards clean water incentives organic standards and pesticide record keeping, though a pesticide export ban was not approved. Senator Patrick Leahy praised the environmental shift while noting budget deficit pressures. House chair Kika de la Garza said farmers gain planting flexibility but face reduced government support.
