China vows strategic weapons while pledging no first use
Chinese Premier Hua Guofeng announced a program to develop strategic weapons to break the nuclear monopoly of the superpowers while pledging China would never be the first to use atomic arms. He warned South Korea's instability and a Seoul dictatorship would clash with people's wishes. Hua noted North Korea has no intention to attack the South. He spoke during a Tokyo visit amid reports of China’s hydrogen bomb test and new missiles, as Beijing diversifies ties with Japan and the United States. Moscow condemned China’s moves as an attempt to forge a united anti Soviet front.
