KG&E Faces Shifting Power Mix Amid Cost Overruns
KG&E officials told the KCC hearing that the Paget facility must convert from gas and oil to uranium and coal plants due to earlier shortages. Inflation and stricter rules drive overruns and delays, while cross examination reveals a planned shift to heavier coal use. Lucas projects KG&E coal output rising while gas and oil fall, with 1984 forecasts as coal 77 percent and gas 23 percent, and Wolf Creek's first year service showing coal 50 percent, uranium 34 percent, gas 16 percent.

Fillmore called the displacement plan 80 percent coal dependent while Lucas called it a short term situation. By 1990 Wolf Creek energy may displace gas though four Wichita gas units must run to boost voltage after commercial operation starting in September.
