District court urged to declare impasse in teachers' contract talks
Last Friday teachers asked the district court to declare negotiations at impasse between North Anderson County Teachers Association and Unified School District 365, enabling outside mediation. The board's last proposal offered a $9,500 base, near teachers' $9,600 demand, with the cut of planning-period pay and proposed ending sick leave for pregnancy and related disabilities, which teachers rejected.

Kansas Still Has Lowest Unemployment in Nation
TOPEKA Kansas AP Kansas remains the state with the lowest unemployment after a National Conference of State Legislatures report covering April shows Kansas did not receive any countercyclical aid funds because statewide unemployment has not met the 4.5 percent threshold. Edward Flentie of state planning notes the program began in 1976 to aid states during recessions and that the federal plan may be replaced with Supplementary Fiscal Assistance, narrowing eligibility for state funds.
