Harder Leaves Mark After 18 Years at Kansas Welfare
Kansas welfare secretary Robert Harder will resign June 30 to become director of programs at Topeka State Hospital. In 1969 he took charge as the Department of Social and Rehabilitative Services grew to 2,865 employees with a near $600 million budget by 1988. He earned praise from Menninger Foundation founder Dr. Karl Menninger and state legislators, while critics argued he wielded too much power. Harder advocates policy shifts toward self sufficiency, reduced cash aid, and expanded job programs, while calling for greater focus on child welfare, teen pregnancy, and wellness.
