Jobless Count No Simple Task
The rise in unemployment spotlights how the government counts out of work. The Current Population Survey samples 55,000 households monthly, updating families regularly. Employed is anyone who worked for pay or 15 hours unpaid in a family business. Unemployed must actively seek work in the prior four weeks. Discouraged workers are separate. A 1978 commission rejected counting discouraged workers as unemployed but urged clearer definitions and monthly data. It also proposed improving the CPS sample for minority groups and state estimates.
