Welfare Board Moves TOPEKA Action on 1972 fiscal year funds

The Kansas Social Welfare Board acted to balance proposed expenditures with funds available for the 1972 fiscal year. Dr. Robert Harder said no cuts in assistance would occur before Sept. 1. A statewide study of special circumstance items is under way, with reductions in such items or basic allowances possible without federal conflict. The board proposed a single basic standard allowance tied to household size and a need based reduction scheme to assure equal treatment. Other steps include tighter controls on third party hospital payments and medical eligibility dates, promoting federal program participation, restarting work projects where feasible, and pursuing centralized purchasing and tighter travel controls. A mandatory retirement age of 65 in county welfare departments is urged if legal. Salary increases for welfare staff are postponed until funds are secured for the full year.
