Carlin urges rail plan to voters on November ballot
Gov. John Carlin pressed Kansas rail planners to help sell a proposed constitutional amendment in November allowing matching federal funds for public works including railroad track repair and airport development. The measure would require legislative approval for projects and would expand beyond current constitution limits to highways and flood control. The advisory committee’s first meeting at the statehouse included top officials and business leaders as they review rail preservation efforts and funding opportunities. The panel heard a report noting Kansas has about 400 miles of track under consideration for abandonment, with 1,082 miles of Rock Island trackage in the state. Federal officials discussed funding options, including a $66 million Rock Island rebuild proposal from Pratt to Topeka.

Missouri Court halts BMW pyramid venture in landmark ruling
A Missouri Court of Appeals blocked the Business Men's Venture operation, finding it an illegal pyramid scheme under state law. The ruling, upholding a Jackson County Circuit Court decision, could lead to criminal charges and potential investor remedies, though some prosecutors indicated no charges would be filed. The BMW scheme promised $63,500 to promoters with a multi-tier recruitment plan involving $500 steps.
