Price Of Peace The 1974 foreign aid request in brief
The editorial argues the 2.9 billion dollar foreign aid request is the absolute minimum for peace yet is mostly military funding. It notes past Congress resistance, urges trimming arms grants, and critiques enlisted aides for generals as taxpayer waste. It contrasts top brass perks with private sector norms and urges Senate action to end the practice.

New Era In State Welfare Shift In Kansas
Kansas to take over welfare from counties starting July 1, moving control from a 1930s state county mix to state administration. Officials expect a quiet transition with no service impact for clients, despite past rural opposition to centralization. Last year the program cost 157.6 million dollars for about 125000 people, with roughly half funded by federal sources, 11 percent by counties, and 37 percent by the state. The consolidation will place roughly half of current county property tax supported costs under state funding. The system employs 2,177 workers.
