Nationwide grazing conditions rose to 78 percent on May 1, up from 1971 but below 1961-70 average. Texas pastures were 62 percent, Oklahoma 74, California 52, with rain likely aiding Texas. Milk production shifts show fewer cows yet larger herds, with 97 percent of milk sold in 1971 and Grade A sales at 76 percent, concentrated in Wisconsin Minnesota and Iowa.
EPA Administrator William D. Ruckelshaus refused a one year extension of 1970 Clean Air Amendments emission targets for 1975 model year cars. Auto makers say technology does not exist to meet the 90 percent cut in carbon monoxide and hydrocarbons. GM Ford and Chrysler criticize the decision while environmentalists warn of safeties erosion. Ruckelshaus allows possible one year suspension if needed technology cannot be developed, and permits averaging of test results instead of line-by-line compliance.
