Nixon family assistance plan gains new run in welfare reform bill

Washington AP Nixon's family assistance concept for welfare reform, dropped by Congress last year, is resurfacing in a large Social Security reform measure. The House Ways and Means Committee approved essential provisions including a federal welfare takeover and a 2400 dollar income guarantee for a family of four, with final language review pending before House action early next month. The plan, if fully enacted in 1973, would add about 6 billion dollars to Social Security pensions and welfare.

Welfare reform plan would raise Social Security payroll tax

The plan increases the wage base and tax rate, lifting maximum employee and employer payments from 405.60 to 550.80 in 1972 for those earning 10,200 or more. States could save 1.5 to 2 billion by trimming welfare costs, with protections for large states. It envisions staged federal welfare cost shifts, work training, 200,000 public service jobs, and day care funding. Also, former Met pitcher Robert Dale Johnson earned his first National League win for the Pirates on April 18, 2-1 over the Mets with Gene Alley delivering the decisive home run in the ninth.
