Open Meetings Act opinion on calling trees sparks debate
Stovall issued an opinion at the request of Montgomery County Attorney Robert Claus regarding use of calling trees by local officials. The ruling warns such serial communications could discuss public business outside open meetings, while noting that residents and officials see benefits for premeeting understanding. Critics say the change would block public decision making, though supporters claim it aids communication before public action. The bill, pushed by Sen. Janice Hardenburger after a League of Kansas Municipalities letter, arose with little debate.
