Black Mother Program Introduced At Lincoln Elementary
Lt. Daryl Shutt of the Ottawa Department of Public Safety explained the Block Mother Program to Lincoln Elementary students and mothers. He described designated home blocks with high-visibility signs as safe havens for sick or hurt children, bullying threats, storms, or encounters with strangers.
