Be Kind to Animals Week but Ottawa dogs face fate
The Ottawa Herald notes that in March 113 of 138 dogs at the Ottawa Animal Shelter found no homes and faced death. It cites city dog licenses, spaying costs, and an animal control officer who issues citations when dogs run at large. Two citations for a missing license typically total $20, cheaper than licensing and leashing a dog.
