Capper's Decision Divides Ottawa City Commission
City Clerk Don Capper resigns after a split among Ottawa's three member commission. Contention arose over delaying appointments, with Alden Cearfoss, Harry Murphy, and Mayor Lamar Phillips weighing between delaying until May 15 or proceeding. Capper, in office since 1955, states resignation was for family reasons and will influence the clerk's office as O. W. Smith acts temporarily. New appointments include John Richeson as city attorney and Gilford Diamond Jr. as Fire Chief, with several changes to boards and commissions.
