Starr told to explain McDougal solitary confinement
Whitewater prosecutor Kenneth Starr must explain to a federal judge why Susan McDougal remains in solitary confinement in a Los Angeles County jail. Judge Paul Flynn ordered Starr to appear in his courtroom May 22, the same day McDougal faces embezzlement charges unrelated to Whitewater.
