Premier Nguyen Cao Ky said his military government will stay in power at least another year to oversee elections that will lead to a civilian government. The plan envisions elections between Sept 15 and Oct 1 to choose an assembly to draft a constitution, followed by another vote for a legislative body and civilian rule within about a year. Ky spoke at Binh Tuy airbase as U S aid provided control. He cautioned about possible Viet Cong agitation and restive officers, but asserted the military would still play a key role.
