Flood Policy Is Requested By Rep Avery
Rep Avery urges Army to make land easement policy optional for landowners near the Tuttle Creek Reservoir project in Kansas. He notes a December 1954 federal register that some tracts would be inundated infrequently and thus not acquired, instead flowage easements. He argues the new policy creates inequities for landowners and cites the Turtle Creek Reservoir on the Blue River in Kansas. The project was authorized in 1938 with construction begun.
