Lawmakers Plod Through Budget Revisions and Tax Talks
Lawmakers press on with talks to alter a plan aimed at gaining three more votes. Negotiations focus on raising a 0.32 mill statewide property tax levy and potentially a 2.5 percent sales tax on services for construction and utilities, plus lengthening the school year. Bowden warns against capitulating on sales tax and year length. Bargaining also resumes on the omnibus appropriations bill and reapportionment for Kansas congressional districts, while tax and workers compensation reforms seek a balance between business and labor. School finance remains paramount.

Court backs grand jury indictments in misconduct ruling
The Supreme Court, in a 5-4 decision, ruled indictments may not be tossed for withheld evidence suggesting innocence. Justice Scalia led the majority arguing grand juries assess charge basis, not innocence, upholding an Oklahoma bank fraud case. Justice Stevens dissented, warning it invites prosecutorial misconduct.
