Budget deal wraps up Kansas legislative session

A three day conference forged an $8.78 billion 2001 budget and tobacco fund allocation for children health and juvenile crime programs. Open Records Act overhaul passed 123 2 in the House and 39 0 in the Senate. Prison expansion and day reporting centers funded to ease crowding. Graves lauded measures and warned capacity issues will return next year. An elderly prescription drug aid program and a disabled or 65 and older vehicle permit fee bill completed the session.

County takes over Franklin County veterans memorial

Franklin County commissioners assume care of the veterans memorial after a six year project. Ken Chapman presents a $15,000 check from the Franklin County Veterans Committee for upkeep including sidewalks lights and the wall. Bricks remain for sale at $80 each with 55 left to sell before completion.

Legislature OKs sales tax hike in Franklin County

Harris News Service reports the Kansas Legislature approved a bill enabling Franklin County to place a quarter cent sales tax increase on the ballot. If approved, the tax would rise from 1.5 to 1.75 cents to fund a county recreation complex and related facilities, with an expected annual yield around 500000 dollars.

Schools may increase teachers planning time in Ottawa district

The Ottawa Education Association and Ottawa Board of Education will form an ad hoc committee to study adding 50 to 60 minute elementary planning blocks. The group will include three administrators, three educators, and one board member and report by November. Elementary planning now spans 50 minutes daily but is split across lunch and gym periods.

Teens face arson and burglary charges in warehouse fire

William J. Knapp and William Robert Kunard, both juveniles, were brought before Franklin County District Court in juvenile detention as felony arson and burglary charges were filed. The fire at Dodson Aviation Inc. warehouse caused over 1 million dollars in damage. The teens, both 15 and 16, were arrested an hour after the 2:04 p.m. Friday blaze that fully engulfed the building. Detention hearing set for 3 p.m. today.
