Legislative Highlights From the State Senate and House
The Senate shot down a proposed property tax rollback 11-27 for the third time, delaying wrapup momentum. A landmark mental health bill passed 38-1 to shift services to local levels and reduce patients in state psychiatric hospitals. A conference panel will weigh a constitutional amendment to criminalize desecration of the flag or religious symbols after House passage but Senate amendment rejection. Budgets show Social Welfare costs exceed Hayden's recommendations by 43.9 million, with SRS and regents budgets over by 37.9 and 6 million respectively. A funding bill to Governor Hayden totals 162.2 million for the Legislature and 10 agencies, while a dispute blocks final passage on nearly 905 million for the Board of Regents and its nine institutions.
