Neighborhood Revitalization Aims to Spur Downtown Upgrades

The Herald Staff reports Ottawa, Franklin County and USD 290 operate a five to ten year property tax rebate program for new improvements across residential, commercial and industrial properties. The city endorses using appraisals to determine tax breaks, with a 20 percent value increase required for eligibility.
