Kansas legislature weighs two plans for school funding reform
With 30 days left to craft a plan, the Kansas Legislature debates two bills aimed at fixing a court-ordered school funding system. Salina school board president Mary Anne Trickle calls both proposals a sham, while Rep. Jerry Williams and Sen. Dwayne Umbarger criticize them as insufficient to meet the Supreme Court’s concerns. An analysis shows the bills boost spending by over 100 million dollars but largely miss vulnerable students, and rely on local option budgets the court cautioned could worsen inequity. The lawsuit, filed in 1999 by Salina and Dodge City districts, requires a rewritten funding formula to fairly allocate money.
