Postal Service plans sweeping rate overhaul

The Postal Service proposes major rate changes to reward sorting and coding by high volume mailers while penalizing others. A postcard would rise from 20 to 21 cents, while first class stamps at 32 cents would stay unchanged. Officials say long term efficiency could lower overall mail costs. The plan, filed March 24 with the Rate Commission, faces a 10 month review before possible enactment. Postcards are included due to business use and current rates not reflecting delivery costs.
