An Independence couple in their twenties faces a preliminary hearing Thursday on charges of mistreating their three year old nephew Montgomery. County Attorney Tom Crossan said the boy, David Dean, is in a local hospital with a back covered in welts and scabs, a badly swollen leg, and bruised feet. The pair was jailed after neighbors complained.

The Kansas House approved a bill allowing school districts to set up textbook rental programs, with a possible tax to start the plan, while passing a fireworks bill to bar most sales except toy cap pistols and permit supervised displays.
