Chagrin Falls teen cleared to polka on streets
Jacob Kouwe, a 16 year old Chardon High sophomore, is allowed to play the accordion in downtown Chagrin Falls after Village Council ruling that street performances do not disturb the peace. He began in December amid complaints of soliciting and “tacky” music, with a 1935 ordinance cited but deemed inapplicable to street performers.
