Ministers of Change in California Policy Activism
Richard Byrd and Eugene Williams lead Los Angeles Metropolitan Churches with a mix of public rallies and behind the scenes policy work. Their GED Initiative pushes nonviolent offenders toward high school equivalency, aiming to cut California’s prison reoffending rate. Byrd recalls meeting Gov. Pete Wilson at the bill signing in 1998 as part of their broader neighborhood reform push.
