Educators ponder decline in tuition increases
New York AP report notes many colleges announce smaller tuition hikes, the smallest in a decade. Administrators cite cost cutting and savings passed to students, while others see pressure from student outrage, legislative action, and governing boards. Applications wobble at top schools, Harvard among them, signaling limits to rate hikes. College Board data show 9 percent average tuition rise this year, with double-digit jumps 1981–84 and four-year public colleges up about 20 percent in 1983–84, then easing to 5–9 percent in recent years.
