Amtrak spared as budget panel rebels against Reagan plan

Expanded Markets To Offset Aid In Reagan Farm Bill
Washington AP. Daniel Amstutz, undersecretary for international affairs, says expanding export markets to offset reduced federal subsidies is essential for U.S. agriculture. The 1985 farm bill targets open markets and requires reports to Congress by July 1986 on trade barriers and countermeasures while forecasting a 7 percent drop in farm exports this year from 38 billion. The plan argues a market‑oriented policy avoids production controls and seeks a dominant global role for American agriculture.
