Phelps in town to take wide ranging jobs

Democrat candidate Fred Phelps bicycled into Ottawa for the second time this week as part of a broad tour toward the Aug. 7 primary. He criticizes higher education funding, wants tax shifts, and urges payroll reductions to save money while calling for improved high school standards and merit pay for teachers. He backs strict crime policy with reform and supports death penalty only with judicial reforms.

Mental health center moves to Ottawa site

Winter progress on the Franklin County Mental Health Clinic move to Ottawa’s south side continues as officials seek financing for remodeling the former Cedar House Nursing Home at 15th and Cedar. The clinic bought the property and will relocate from 216 S. Hickory after zoning and public response blocked a 10‑acre site near 19th and Eisenhower. Commissioners passed a loan-assistance resolution, signed papers transferring the property, and noted a preconstruction conference for the second phase of a $3 million bridge replacement program. Robert Chamberlin cited a $10,926 reimbursement from the Kansas Department of Transportation for recent projects.
