The Supreme Court, in a 6-2 decision, ruled federal courts may not require yearly changes to desegregation plans or busing routes to track population shifts. The Pasadena case stemmed from a 1970 order to create ethnically balanced districts, with shifts in racial makeup cited as normal migration rather than board action. The ruling aligns with Ford’s push to limit busing orders to five years and follows debate on a large labor and health bill.
