FSA Comes Out Swinging in Ottawa Thrifts Trial
Roger Stanton argues that Franklin Savings Association of Ottawa was not insolvent when regulators moved to seize it four months ago. He claims OTS officials resented innovative risk management and that the thrift had market value of 350 million and fire sale value of 80 million. The case, Franklin Savings versus the Office of Thrift Supervision, tests regulators power to declare thrifts insolvent and place them in receivership. The trial, expected to last four weeks, begins with testimony from Ernest Fleischer and other Franklin officials. Continued on Page 3.
