Ottawa utility pay up plan prompts few delinquents
City Clerk Orrin Smith says Ottawa sees few unpaid bills unlike other cities. If a bill is unpaid after 16 days power is cut. Zone one bills on the first, notices follow on the 10th and 15th, then cut off next day. Water remains five days after electricity. A $2 restoration charge applies per service. Unpaid balances from transiters are kept on file for potential future service.
